Power:
Joseph has the power of POWER TRANSFER meaning he can take people's powers, and then later return them or sell them on to someone else. This, in a way, makes him something of a power dealer. Along with this, he has the ability to sense peoples powers, and although unlike a power sensor, he can't exactly tell everything they can do, he can sense when someone with a power is near, and the basic category that their power would fit into. He can take people's powers simply by touching them, although they have to be willing to give up their power, which means his power is a little useless to some. Having said that, not all powers are beneficial, and there are many who would pay him to take them away.
Although he can't use the powers he takes himself, he can pass them on in much the same way, if the recipient and himself are willing to make the transfer. Just because he can't physically use the powers though, doesn't mean that they 'disappear'. Instead, they take a more passive route. For example, if he had taken someone's pyrokinesis, he would become a little immune to fire, though he wouldn't be able to use it in other ways, and he'd still burn with enough effort.
Power/Personality Relation:
Joseph is a business man, and often in his job he has to entertain others, and use his assets to the full. He provides a service, and although his superiors try and keep their records clean, that doesn't put them above making joseph carry out more underhand deals. Lets just say, this isn't the first time Joseph has been involved in the buying and selling of obscure and powerful items.
he's good with money, and is a born trader, meaning he can easily buy and sell things for good prices, which he uses with his power to persuade people into giving up their powers, and to make them buy the poorer ones such as Lactokinesis that he struggles to sell.
His power is very passive, which matches him in many ways. It's not going to help him in a fight or to defend people, instead his power is all for himself, and he's similar to that, in that he doesn't entertain thoughts of nobility or being a bamf, he just gets on with his life and improves it in every way he can. if that's by taking and selling supernatural powers, so be it.
Personality:
Joseph is a very opportunistic sort of fellow, and takes every chance he gets to better his situation and his life, even if it's a little immoral or difficult. It's only because of this dangerous outlook that he's managed to get so far in his life, and that he's managed to retain his status as an important and successful person. He doesn't - as of yet - know of his power, but when he does he'll use it very well, milking it for every last drop of money he can get for it - buying peoples powers, then selling them on for much more.
He makes friends easily enough, and he's your average guy who has a couple of drinking pals, but he concentrates mainly on his work, even though it's hard to do so when things such as powers are taken into account, and when he has so much on his plate. Still, he goes to work each day and makes a lot of money, for he's very good at his job, and is a very hard worker. Now that he's found his power though, work becomes less important to him as he finds new ways of making money, with people's powers.
when it comes to clients, he tries not to get attached to them, for often bad things happen when it comes to people with powers. He himself makes sure he's perfectly safe, giving powers to his workers to act as body guards, and to protect him in case any of the powerful clients begin to get violent. He can be sarcastic at times, and has a dry sense of humour which might get on some peoples nerves. In general however, he tries to remain fully professional at all times.

History:
Raised in the south of england, his parents were jews who's family had been in the country for a generation or two already. He was raised as any other child, with little to no problems in his childhood. He had friends, and as he grew older he had girlfriends to, and to be perfectly honest, his life was just as normal as anyone else's might be. Growing up in the eighties and early nineties, he was a right hipster-kid around those times, having all the nintendo games consoles. Although he really did enjoy the games, what fascinated him even more was how much money was in the industry of gaming. As he progressed through his life, he took an interests in other aspects of business, taking Eight O-Levels in Maths, English, Business, Computing Studies, Administration, Politics, Physics and Sociology. He achieved an A grade or above in all of them, save for english, where he achieved just a B. This B proceeded to haunt him in the years to come, and he vowed that he would never again achieve something as lowly as that.
Proceeding on to his A-Levels, he took five - a very unusual and prestigious thing at that time, and studied Business, Maths, English, Politics and Administration. This time, he succeeded, and got his five A's or above. This was a very unusual thing, as although his school was a pretty successful one, very few people achieved this much. Having done so much good work, he was quickly accepted into Cambridge University, where he studied hard (yet again) and eventually achieved a good degree in business, which allowed him to begin his career properly.
However, at the time, jobs were hard, especially in his area, and so there weren't many businesses willing to take on even someone who had been as successful in his education as Joseph. realising what he needed to do, the Jewish boy, now a man, made his way into a flat in London, from where he began his own small business fixing computers. The business quickly grew, and over the next six years, it became one of the bigger computer-repair businesses in the entire sector of London. with this under his belt, he was finally able to land himself a job in one of those huge, multinational corporations who do a million and one things. Selling Arkus Repairs to a family friend, he made his way into his new industry.
Joseph loved the new business, but soon found out that he was going to have to be more ruthless than ever before if he was going to succeed in his tribulations at the business. He quickly rose through the ranks, taking the role of showing foreign business partners around the city of several occasions, in a fredo sort of manner, which he enjoyed greatly, even if it did involve some uncomfortable situations. He found out that business was not all good, and that underhand, illegal deals and corruption was much more common than outsiders believed. He became one of them.
And then the storm arrived.
Picture the scene; a fifty story building in the heart of london, a board room of men talking things over on the top floor. Joseph sits at the side of the table, nodding his head at what the elderly Japanese man at the end of the table has to say.
Then a hailstone crashes through the roof of the building, shattering the re-enforced grenade proof glass that makes up the roof and windows, and smacking into the expensive hardwood table at which they sit. Panic spreads throughout the room as everyone jumps up, rushing to the elevator, before realising the danger and heading instead to the locked door behind which are the stairs.
One of them has the keys, but they do not know who yet. A gaping hole in the roof lets in a shimmering purple bolt of lightning which strikes, though no one is quite sure where.
Everything goes black as members of the board are flung back from the sheer force of the lightning.
They awake almost twenty minutes later, when the health service manage to burst into the building and recover those who are still alive. There are many casualties that day from the board, and it is a terrible day for the company, even if the insurance policies will cover most of it.
Joseph feels no different. But as some of the others return home, after that long day, they know something is different.
Unfortunately for Joseph, he'll find out all too soon.
